Most work never needs a paid provider. NIZAM runs its deterministic built-in system first, then bounded source (Open Claw) when needed, then a local NIZAM Gemma / local provider — and only as a last resort a paid provider such as OpenAI, Claude, Google, Groq or OpenRouter, and only with your explicit approval.
